About the Author
Paul has built a career that spans the military, policing, academia, business, and public service. His diverse background provides him with a unique insight into leadership, policy development, and community-focused solutions.
He began his career in the British Army, serving with 7 Para RHA, part of the Airborne Forces. His military experience instilled discipline, strategic thinking, and resilience, qualities that have informed every role since.
After leaving the Army, Paul moved into academia, earning a Master’s degree and becoming a Senior Lecturer at Adam Mickiewicz University in Poland.
In 1996, Paul founded the Croydon Auto & Bike Scheme (CABS), a crime diversion project working with young people at risk of offending. Located in one of London’s most challenging areas for youth crime, CABS remains active today, providing skills training and mentoring.
Paul later joined the Police, qualifying as a detective sergeant. He led investigations into more serious crime, safeguarding vulnerable individuals, and developing intelligence-led policing operations. He combined operational expertise with a strong preventative focus.
Alongside his professional practice, Paul pursued doctoral studies, earning a PhD in Psychology. His academic work strengthened his ability to understand the behavioural, psychological, and social dynamics that underpin vulnerability, criminality, and community engagement.
Today, Paul serves as a West Sussex County Councillor, representing the Bramber Castle Division. He chaired the Children and Young People's Services Scrutiny Committee until November 2024, holding the local authority to account on issues such as education, safeguarding, and social care. He remains a member of the Committee and is active in shaping local services. He also sits on the Corporate Parenting Panel, and also served on the Fostering and Adoption Panel.
Beyond public service, Paul is a founder, CTO, and partner in a US-based SaaS technology company operating across North America, serving over 20 million clients. He also volunteers as a practice manager for a UK psychology service supporting children and young people with additional needs.
Paul’s approach to politics is founded on principles of common sense, personal responsibility, and accountability. He believes in public services that deliver real outcomes, infrastructure that supports growth, a justice system that protects the vulnerable and the law-abiding, and governance that prioritises transparency and efficiency.
He is committed to ensuring that government works for the people it serves, not the other way around. His focus is on practical solutions that empower communities, safeguard freedoms, and deliver a stronger, fairer society.
